Abstract:

Our study evaluates the impact of the peace building educational programme in public schools in three southern regions in Kyrgyzstan: Osh, Batken and Jalalabad. The programme is aimed to encourage inter-ethnic, religious and racial understanding, leadership and conflict resolution skills among youths in societies prone to conflict. Participants are expected to gain the skills and shift in perspectives needed to break cycles of intolerance and violence and to transit from a culture of conflict to a culture of participation. This study evaluates the impact of a pilot program and aims to determine whether the program effects (a) sustain in the short to medium term (i.e. 6-12 months after the program ends); (b) spill over to untreated peers (or family members); and (c) have the potential to be scaled up to a (sub) national level.

Intervention Overview

Intervention:

An intervention is a peace building training programme developed by the implementing agency with a primary goal to encourage inter-ethnic, religious and racial understanding, leadership and conflict resolution skills among youths in societies prone to conflict. The programme is planned to be implemented in secondary public schools in three southern regions in Kyrgyzstan, most affected during ethnic conflicts in 1990 and 2010: Osh, Jalalabad and Batken. The programme is designed for students aged between 15 and 18 in school grades 9 and 10. The local teachers from the intervention schools are trained in advance to deliver the programme to the students. The programme will comprise four rounds and will run from February until November 2014. At the end of each round, students will be asked to complete a small-scale cooperative project. The outcomes of the intervention are the individual changes in attitude and behaviour of the trained students, and improved relations and interactions with other ethnicities.

Details of Evaluation Approach:

We conduct matched-pair randomization using the sample of 30 eligible schools on the basis of observable school characteristics. We will then randomly assign half of them (15) to treatment and the other half (15) to control through a semi-public lottery. The control schools are wait listed for treatment after the end of the pilot programme (conditional on funding). Within each school, we receive applications from motivated students that are willing to participate in the programme. In each treatment school, we randomly select (through public lottery) 40 students that will receive trainings and 20 students for control. In each control school, we randomly select 22 students for control (20 plus 2 for reserve). Having two types of control students, i.e. within school control students and control students from control schools will allows us to measure spill-over effects from the programme.
