- Abstract:
The purpose of this study is to conduct an evaluation of the HavestPlus project titled Developing and Delivering Biofortified Crops (DDBC) in Uganda, which is scaling-up dissemination of vitamin A-rich orange sweet potato and introducing high-iron beans to 13 districts in Uganda. The evaluation will systematically vary alternative delivery methods and components of the DDBC project in the form of a randomized field experiment, with the goal of determining which dissemination strategy is most cost effective. This study has the following objectives: (i) help design strategies to encourage broad diffusion of orange sweet potato and high-iron beans and measure aggregate diffusion of the HarvestPlus initiated DDBC project, (ii) compare these strategies costs and impacts on adoption and diffusion to learn which diffusion strategies are most cost-effective, and (iii) identify the most important constraints to sustained adoption and diffusion of the biofortified crops.

The objective of the HarvestPlus DDBC project is to scale-up dissemination of orange sweet potato and to introduce high-iron beans to 13 districts in Uganda, under funding from the US governments Feed the Future (FTF) initiative. The project timeline is from 2011-2016 and aims to reach 75,000 households through program activities.

This study uses a randomized evaluation design, which makes it possible to interpret differences in outcomes between treatment groups as causal, as being a result of the interventions being implemented. There is no control group in this study. Rather, DDBC project serves as the comparison group against which the low saturation, high saturation and OLPF treatments will be compared. Outcomes in these treatments will also be compared to each other.
