Abstract:

The study seeks to answer the following questions: (i) What are the impacts of the hydro-agricultural development project of M'Bahiakro on the beneficiaries’ production, yields, total household income, the rice income, employment and productivity ? (ii) What are the impacts of the project on the social environment, institutional changes, the role of women in the community, the rules of access to resources, etc.? The impact evaluation will use the "quasi-experimental (instrumental variable)" method. The analysis will be supplemented with qualitative analysis using the information on the process, institutions, attitudes of participants and non-participants to the project in order to supply a better comprehension and coherent explanation of the observed changes and the factors explaining quantitative results. The impacts are assessed at the level of the beneficiaries of irrigated plots and people in the project intervention area. Data will be mainly primary data. The information collected will also involve both quantitative and qualitative data. The quantitative part will be based on a total sample size of 308 producers.

Intervention Overview

Intervention:

The purpose of the project is to achieve an additional paddy output of about 4200 tonnes per year, increase the incomes of beneficiary households by FCFA 92,000 per year and per person, provide access to drinking water to the entire population of the project zone, increase coverage of rice needs for M'Bahiakro population, ensure access to latrines of at least 30% of inhabitants of the villages and create employment for young people and women in the area. The Project Implementing Unit will allocate plots to 355 households in six villages and the inhabitants of the city of M'Bahiakro. The intervention will enable the development of an irrigated plain of 450 ha, including 350 ha for irrigated rice with two cycles per year, 50 ha of vegetables and 50 ha for equipment (irrigation network, network drainage network of tracks and non irrigable land). The project has set up an inflatable dam of 5 meters high on the N'Zi’s riverbed and 2 pumping stations. For water distribution, there was constructed an irrigation canal system of drainage channels. Other mechanisms are foreseen to improve access to infrastructure and the welfare of populations like development of social infrastructures.

Details of Evaluation Approach:

In the context of AHA-M'Baihiakro project, after discussion between the project managers and the research team and based on the results of a capacity building workshop with the team, the hypothesis of "selection on unobservable" seems plausible. Thus, the use of instruments to identify the local average treatment effect (LATE) that quantifies the average impact on the sub-population whose behavior was modified by the identified instruments. In other words, our identification strategy is based on the "quasi-experimental (instrumental variable)" method. Specifically, the study will use the approach of local instrumental variable (LIV) (Heckman and Vytlacil, 2007) to identify LATE and other relevant impact parameters for answering evaluation questions. A combination of qualitative and quantitative approaches will be used following the method suggested by Carvalho and White (1997) and Gondard - Delcroit (2007).
