Abstract:

The research will quantify the effect of expanded animal agriculture in the context of a broad support and services system on household incomes, food consumption patterns, assets, and overall economic activity. The method relies on the roll out of an intervention to establish control groups in communities that are not yet served by the intervention. Four rounds of a household survey were conducted between January 2012 and August 2013. Data will be analyzed in a difference in differences framework.

Intervention Overview

Intervention:

Intervention provides smallholder farmers with livestock and related support services including training in animal husbandry, business development, and hygiene as well as veterinary support and community organization. The objectives are to increase incomes, assets, and nutritional status among recipients and other members of their communities. Different animal species are provided in different communities based on environmental conditions. Within communities, households receive animals at different times. Thus, full treatment in this intervention implies receipt of an animal and training at the baseline. Partial treatment means that a household received training at the baseline and was exposed to increased production of animals products in the community, but received animals at a later date, possibly only after the analysis.

Details of Evaluation Approach:

Data collection consists of four rounds of a survey covering 320 households. The first level of sampling drew all three communities scheduled to receive treatment in the next phase of roll out (December 2011) and randomly selected two more communities from a pool of eligible communities in the province that were not yet scheduled to receive treatment. In the second level of sampling, all households receiving animals in the initial distribution were selected, plus a random sample of households identified to receive animals in the future in either the treated communities or the communities expected to receive treatment at some future time. Households in the treated communities that do not receive livestock in the initial distribution are exposed to the spillover effects. Households in eligible communities that do not receive treatment form the control group. Outcomes considered include consumption expenditures, changes in assets, dietary diversity, and farm income. Analysis will consider the difference in the change in outcomes between the control group, households receiving full treatment, and household receiving partial/delayed treatment.
