Abstract:

Using quasi-experimental regression techniques, this impact evaluation aims to present causal estimates for the effects of increasing the minimum marriage age in girls on child labor and schooling outcomes of girls relative to boys. The effect is measured by the difference in the change of outcomes before and after the change in marriage age occurred between (i) girls whose marriage age was increased (treatment group), and (ii) girls whose marriage age was not increased as well as boys who were generally not affected by the reform (control group).
In the analysis, the effects will partly be analyzed in combination with income shocks that were recently experienced by households.

Intervention

Intervention Overview

Intervention:

A reform that increased girls’ minimum age of marriage, thereby adjusting it to that of boys (18 years). To date, the reform was implemented by most regions and successfully increased the average age of marriage in girls.

Theory of Change:

By increasing girls’ minimum age of marriage, the probability of child marriage and early pregnancies is substantially reduced. Therefore, children can continue going to school.

Hypotheses:

Primary research question: What are the human capital effects of increasing girls’ minimum age of marriage?

Based on this research question, the team will address the following sub-questions:

  1. What is the impact of the reform on girls’ schooling relative to that of boys’?
  2. What is the impact of the reform on girls’ child labor outcomes relative to boys’?
  3. Are the effects more pronounced when households recently faced an income shock?
  4. Do effects differ by districts’ initial average age of marriage prior to the reform?
